Written examinations for recruitment of Uttar Pradesh Public Service Commission will no longer be held in non-finance schools. After the leak of the preliminary examination paper of Review Officer (RO)/Assistant Review Officer (ARO), the Commission is preparing to make major changes in its examination system. The investigation into the paper leak case has also revealed the collusion of finance-starved schools. In such a situation, taking a big step, a recommendation will be made to the state government not to make these schools central. The Commission will ask for the list of centers from the districts one month in advance. Only government and aided secondary schools will be made centres. If unfunded schools are proposed, the government will be informed about their inability to conduct the examinations. Keeping in mind the convenience of the candidates coming from outside, the center will be built within a radius of 15 kilometers from the district headquarters.

In order to maintain the sanctity of the examination, there will be arrangements to open the question papers in front of the Sector Magistrate only. At present, a Sector Magistrate delivers question paper packets to four-five centres. Many times, in the absence of the center administrator (Principal), another employee has to give the packet. The time gap between the delivery of the packet and the commencement of the examination is also very sensitive. Therefore, now preparations are on to appoint one Sector Magistrate for each centre. The same Sector Magistrate will reach the school with question paper packets from the treasury, open the packets in front of him and distribute them among the candidates.

However, the Commission is still waiting for the investigation report of STF and after that many important decisions will be taken. But after such a big incident, discussions are going on on many points regarding conducting the examination honestly. Commission officials are also surprised by the leak of question paper of RO/ARO preliminary examination because it did not guarantee selection and the main examination was to be held in the second phase.

After distribution of question paper and answer sheet (OMR sheet), the OMR sheet of the absent candidates will be sealed there itself so that it cannot be misused later. To maintain the confidentiality of the question papers, it is also being considered to have different question papers of the same examination printed by two agencies. With this, the cheating mafia will not be able to find out which agency’s question paper is being used in the examination. Even if the paper of any agency gets leaked, then instead of canceling the exam, the exam will be conducted with the question paper of another agency.

Will monitor through CCTV like UP Board
Not only this, it is also being considered to monitor the examination through CCTV cameras like UP Board. CCTV, voice recorder and DVR etc. are available in most of the schools. Discussion is going on to connect them with the control room of the Commission, to deliver question papers from the treasury to the examination center and to monitor the examination online. If commission sources are to be believed, Standard Operating Procedure (SOP) is being prepared for each phase of the examination.
