Various student organizations have protested against the notification issued by the University Grants Commission (UGC) regarding PhD. JNU Students Union has also called it against the interests of the students. AISA, Students Federation of India and other organizations do not agree with this instruction of UGC. JNUSU has protested against the new PhD entrance exam policy of UGC. Mrityunjay Kumar, newly elected JNU Students’ Union president, says the circular makes the UGC NET exam mandatory as the sole entrance exam for PhD programs in all Indian universities. There is a lack of transparency in this. The UGC took this decision without consulting students and no details have been given about the so-called expert committee.

He said that the role of the National Testing Agency has been doubtful. This policy is a curtailment of the autonomy of universities. JNUSU sees this policy as another attempt to weaken the autonomy of universities, similar to the controversial CUET (Central University Entrance Examination) implementation.

Student organization Students Federation of India has said in a statement that the interests of students have been completely ignored in this policy. UGC NET score will be used for admission
According to the UGC, the marks scored in the National Eligibility Test (NET) will be used for PhD admissions from 2024-25, eliminating the need for universities and higher education institutions to conduct separate entrance exams. Students can use their ‘points’ from any session to apply for PhD programs at different institutions.

Admission on the basis of combined merit list
Admission to PhD will be based on a combined merit list prepared on the basis of marks obtained in NET and interview or oral examination. UGC NET result will be declared in percentile along with the marks obtained by the candidate so that the marks obtained can be used for admission to Ph.D.
